Frank Cadd was Fremantle Mayor 1904-5.

Frank Cadd was a Councillor in 1903. He was a baggage and customs agent and express forwarder. He lived in Hill (now Knutsford) Street with his twelve children. He provided the funds for the bandstand rotunda on the Esplanade. (Fremantle History Local History Collection 1904 photo #2160 and text.)
