William Edward Clare, the publisher of the Fremantle Advocate, was a foundation and life member of the Fremantle Workers Social and Leisure Club. He was thought in 1956 to have been the first President, but documents from the newspapers of 1914 do not support this folklore.
He was remembered by the Workers Club in its Henry St building in the name of the Billy Clare Club Cafe, and on a memorial mirror, and there was a photo of him in the lobby. >
Billy Clare was born in 1863 at St. Helen's, Lancs, came to Australia in 1888, and died Friday 5 April 1940.
